About the First Nations Land Management Resource Centre

The First Nations Land Management Resource Centre (RC) serves and supports First Nations communities across Canada in regaining control of their lands, natural resources, and environment. Championing the historic government-to-government Framework Agreement on First Nation Land Management, the RC offers resources, training, as well as a variety of support services to foster autonomy, and innovative governance, as participating communities transition from the land management provisions of the Indian Act towards self-governance.

About the First Nation Land Governance Registry

The RC in partnership with the Land Title and Survey Authority of BC (LTSA), is embarking on a multi-year, multi-million-dollar national program to establish and operate a First Nations-run, independent, non-profit, incorporated organization focused on delivering services to First Nations in Canada. The First Nation Land Governance Registry (FNLGR) initiative is expected to significantly advance the self-determination of First Nations while serving as a dedicated advocate for First Nations, blending traditional and contemporary approaches to land management on-reserve.

About the Opportunity

The RC is seeking a full-time Registrar, First Nation Land Governance Registry to join our team. This position will be based in Canada (remote).

Reporting to the Director, Land Code Governance, and in collaboration with RC & LTSA staff, the Registrar will be the subject matter expert to engage resources, define, and apply legislative, regulatory, policy and procedural changes to establish the organization.

Ongoing, reporting to the Chief Executive Officer, the Registrar of the First Nation  Land Governance Registry (the FNLGR) will provide subject matter leadership and expertise as the lead regulatory decision maker that acts on FNLGR related items. They will also provide expert, professional advice on registry examination issues, acting as an escalation point for land registry related regulatory decision making when required.

The Registrar leads the administration of FNLGR regulations and applicable legislation, as well as the development and implementation of related FNLGR plans and initiatives. The Registrar fulfills a quasi-judicial role, applying regulatory authority and making a determination of registration issues, practices, procedures, and the interpretation of records. 
 
More specifically, your responsibilities include but are not limited to:
  • Overseeing land registry offices to ensure compliance with legislation and regulation
  • Developing strategies, priorities, and policies for legal and regulatory matters related to FNLGR
  • Implementing decisions on the application of statutes on FNLGR land transactions
  • Conducting legal research and facilitating the resolution of complex land registry issues
  • Contributing to corporate business changes and evaluating technological advancements
  • Maintaining a comprehensive knowledge of FNLGR mandate and significant issues
  • Analyzing federal legislative proposals affecting the FNLGR

Note: The RC is posting this position on behalf of the FNLGR which is being developed by the RC and its partners. Once operational, it is expected that these positions will transfer to the FNLGR as an independent not for profit corporation.  Accordingly, employment with the RC will be temporary and end once the FNLGR is operational. Employees who are successful in such positions will eventually become employees of the FNLGR.

About You

To qualify, you will need to be a solicitor in good standing with a minimum of seven years called to the Bar, preferably with real property law experience. You must also be able to act as an officer of the Court and have considerable experience working in a Land Title Office.

Additionally, the following skills and background will be highly valued:

  • Sound working knowledge of Acts and regulations pertaining to First Nation land on reserve
  • Extensive knowledge of processes and procedures related to the registration of First Nation interests on-reserve
  • Familiarity with Indigenous culture and First Nation land governance systems
  • Strong analytical, strategic, and conceptual thinking skills
  • Excellent research and analytical skills
  • Proficiency in MS Office, Adobe, and virtual meeting platforms
  • Willingness to travel as per organization needs
  • Proven experience working within First Nations or with First Nations leadership
  • Bilingualism in English and French is considered (asset)
